The way ENTZ destroyed Luna Rosa it does show they not only have a great boat but a great Captain too. They lead off the line every race. I met one of the designers for ENTZ in San Diego on a layover, he was excited by the chance to design it.
Delta pilots are the root cause of the failure for scope?
Agree or disagree but show me what you know about the history of scope.

I noticed the capability to shockingly tune radio 1 from the copilots side of the cockpit in the 737, but quickly got told "NO. NO. That's how puppies get euthanized!" Then I came over to fifi... they took a sip from their glass of wine, crossed their legs, and said "tune it on whatever side you want. I le don't care."

Considering your knowledge of the DL/NW SLI, I'd be willing to bet there is a general overview of knowledge but a rather large lack of understanding of application and specifics.
I'm guessing that the ATL LEC (3 of the 4 are new since the TA was approved) are trying to say:
The RAW bucket system is a concession to the Company and reduces staffing needs.
There are some pilots that would like to use the current negotiating leverage in the PWA to try and make the RAW value groupings as large as possible to negate their effect, and undo the concessionary aspect of the RAW system as much as possible.
There are other pilots who would like to shrink the size of the buckets to make reserve more "fair" but that also gives management an enhancement to the "staffing reducing efficiency tool" that RAW offers. Unfortunately, that will actually prolong the need to hire more pilots and could result in pilots staying on reserve even longer.

Theoretically the most efficient reserve staffing model would be the one that spreads flying equally. But in reality, the smaller buckets probably wouldn't help that much for the following reason. When we are way overstaffed it would tend to spread the flying out more evenly vice letting the senior guys mostly stay at home. But guess what - this mainly happens when we are overstaffed. When staffed at lower numbers all the reserve Pilots will tend to fly anyway.
Back when reserves were straight seniority junior pilots would often be finished flying with anywhere from a few days to a week left in the month. This would actually cause the company to have to carry extra reserves to man this period. Senior guys would bid for the last week off so by the time it was their turn to fly they were not on call.
The company reasoned that if they could spread out the flying no one would be done before the month, thus not requiring the extra pilots.
Reserve then swung from straight seniority to very limited seniority. Senior guys did not like this and so we now have a compromise system.
From what I have seen in smaller categories the benefits of seniority are severely limited by the days of availability and sheer randomness of the system. Large categories seem to allow the senior guys to exercise their seniority to their advantage quite a bit more than the smaller categories.
