You left out the next few words which are crucial. You're interpreting that section wrong. Under the document that used to be our contract you had to check your schedule after an X day by 0200 because they could give you a trip reporting at 0500. You had to acknowledge within 3 hours of report, thus the 0200 deadline. If you had a trip that reported later then you did not have to acknowledge it at 0200. You could wait until 3 hours prior.
Dickson's contract rewrite eliminates that 3 hours prior language and makes it 10 hours prior. He also eliminated the "last non-fly day schedule check" and just forces everyone to answer the phone at midnight. (or within 2 hours of a call)

You seem to be operating under a sort of "blended contract". Half contract, half Dickson memo. That's a big part of the problem. Nobody knows the real reserve rules. ALPA says they will defend the contract but so far they haven't. Dickson is taking pay from anybody who doesn't obey his memo.

Here was my problem. I finished a trip at 1pm. Checked my schedule at the end of the trip as required. Nothing new on my schedule. Took a flight home at 3pm. At 4:30pm skeds assigned me short call beginning at 4am the following day. I didn't get the voicemail (which isn't notification) until after 6pm. I acknowledged the 4am short call well within the 10 hr mark but more than required per the PWA. I was given a personal drop, lost a days pay, and had a chief pilot review marked on my schedule.

The next day a guy working in the chief pilots office (jc) was less than understanding. Tried to tell me I wasn't "contactable." I told him my reserve obligations which he hardly knew. Tried to tell me I had to check my schedule at 3pm. I asked if he meant the 9 hour check on my last non-fly day. He was not in the interest of the pilot but more the company.

Alpa added my name to the list of pilots not following SD memo. I was only given 1.5 hours to be in compliance with Part 117. Would be nice to get my pay back.

Question:
If I want to move reserve days around for next month, do I have to wait till the PCS runs on the 21st? Also, if the reserves required are not met, can I still move reserve days around or no?

Yes you have to wait for the first PCS run, and the days must have greater than required reserve coverage. But you can always put the moves in and hope that min reserve coverage might be met.

Reserve required must me met for a PD, but you can use your APD as long as the reserve required are within 25% I believe.

PD yes, APD you have to have at least 25% of required reserves.
