There were at least two rotations built to fly 717s to long term storage. I believe there are at Mather, McClellan somewhere in that area.

Best guess I've heard is storing them to delay or avoid very expensive overhaul. Think they are doing something similar with the MD90s

PCS has a 30 minute buffer from FARs. PBS uses 60 minutes.

Usually they put in a buffer of 30 minutes incase you go over the scheduled time. Say the trip you want to pick up takes you to 99:45 in 28 days. If the buffer is 30 minutes you wouldn't get the trip. If its a GS all bets are off.

That's my understanding. I could be wrong.
