It was discussed a few pages ago. Not sure what the improvements are. Our Vice-Chair had some good ideas though.

Decades of scientific studies have shown that fatigue is not caused by long work hours and lack of rest, it is caused by numbers written down on paper.

That must be why "scheduled" counts, and "actual" doesn't.
