I'm 180 out on my experiences. In ATL when it's not busy I get right into a spot and get connected ASAP. In DTW, for example, the place isn't any where near as busy, but we wait each and every single time...I mean 8-10 mins on average just sitting there outside the gate. I've called them well in advance; follow up with a call when we get there and nothing appears to be taking place, and then the wait. Typically there's a baggage cart that has to be moved, and eventually they get around to that, and then a couple of mins later everyone is ready to marshal the plane in. Wish I had your experience there. MSP, on the other hand, is much better. For me, they mirror ATL fairly well--both are usually right there, ready for you, and both sometimes find the jetway at times needing a gate agent to bring it up to the aircraft.

First, I don't think Delta will ever go to satellite basing due to the dynamic nature of their scheduling and huge variety of aircraft they have right now. That said, how do satellite bases impact staffing?
There are two drivers of pilot staffing, total pilot credit hours (block, deadhead, credit time, etc.) and the staffing model. Unless satellite bases impact one or other of those variables then the impact on staffing is nil.

In a previous incarnation, the company wanted us to sit reserve for free one day prior to your trip report. That affected reserve staffing (there were no reserves) and reduced deadhead by a LOT. Both big staffing issues. Thus my statement about limitations that the company will probably not agree to in a LOA.
