Neither does Donatelli. It was just pure emotional rage. All the bogeymen from the NMB to a PEB that his head was filled with just came rushing out of his pie hole.
For the record, a PEB is only convened after an impasse is declared, a strike has been authorized, and the 30 day cooling off period is near end. Then a PEB only adds another 30 day cooling off period after which the President can no longer stop a strike. PEB authority finished. Outside of a strike or settlement between the parties, the only other option is Congress writing legislation stopping the strike and writing the terms of the new contract. A PEB is a very small player in the process.

If MD wanted to save his job, and represent his pilots, he'd show up at the road shows and beg us all to vote NO, so he and the NC would have much more leverage when they meet with Mike Campbell next month.
Then he'd tell Mike and RA they had better pony up some truly historic money, and drop all the concessions, or that last one will be the LAST JD Power award Delta ever wins.
Then he'd get out the Memory Rat and start blowing....

He'll never do that but after this gets shot down, he will act like that's what they wanted all along. They needed the entire Pilot group to shoot this thing down...it was the only way to get the truly historic contract that they promised us.

I don't really have an answer to your question, and I do understand that it's early, but I think most guys are aware of that one step in your flow chart titled "NMB Mediation." It looks like a small box, the same size as the rest, but it sure does seem like pilot groups spend a great deal of time in that box, so I doubt we'd be in a position to see a PEB for a very long time.

I compare that to the sick leave BS, loss of possible GS because of it, scope concessions on both ends of the spectrum, LCA trip hold backs, and numerous other items.
The only conclusion I see is to vote no and I will be doing exactly that!
On a side note, I wasn't going to go to a road show but it sounds like it might be pretty entertaining! So I might just have to make the effort!

News from some buddies at FedEx is that company has signed off on another offer. Rumblings that there could be some unexpected movement in their negotiations.
This could be very, very interesting if they drop a TA before our vote.
