Most junior FO in MSP is a summer 2015 hire (rough guess) on the 320- with all fleets (7ER, MD, 320, and 737) all being about the same seniority on the junior FO side.
The base hasn't expanded in awhile, and there is no indication that it will expand any time soon. The additional pilots brought in with the new 737 base last month were offset by shrinking the MD88 MSP base.
Dozens and dozens of people of all seniorities commute out of MSP in an effort to go to work.
Don't foresee any of the new TA rules changing MSP very much.
As for which airplane gets you MSP quicker...it's anyone's guess. Like I said, all fleets have about the same seniority on the junior end. The 737 and 320 are the 2 fleets within that base that are receiving new deliveries, but those "deliveries" are not going to MSP (I.e. additonal flying). Good luck either way.
Recommendation- find an aircraft and base that you don't mind commuting for. You're locked for 12 months (it goes fast) and your seat-lock for all MSP fleets will expire before you can hold MSP, so bid to make your first year as low on stress as possible. Many people are not spending any more than 1 month on reserve in NYC on all newhire fleets.

The news is not quite as bad as posted for MSP. After the Aug bid they projected 193 MD88 copilots and after the Oct Bid they project 188 however added 25 737 FO's. MSP is under consideration as a 717 base next fall and the 737 category will grow.

You can hold NYC or ATL Captain before you can hold MSP anything.

Most junior 88 Captain went beyond 2007 hire to a 2001 hire, mixed in with 2007 hires. 02/2016 hires are holding MSP FO. They backfilled 20 MSP 88 FO slots when 25 bid off. Only a net loss of 5. Same net loss on the CA side. They added 50 slots on the MSP 737, so it was a net increase of 40 MSP slots. There are another 100 737 slots coming and they are seriously considering a 717 base since its block hours are more than double LAX. The company stated themselves, that flying is replacing the 76-seater regional flying.
The only way MSP or any other base to shrink, is for another base to take on that flying. If that were to happen, that would only raise the amount of MSP layovers unless Delta actually cut flying out of MSP altogether. Getting paid per diem while laying over at your home base and doing "daytrips" isn't a bad thing. Just ask the MCO pilots.
