It sounds like it's the FAs causing the problem with most everything. Maybe push the union to disconnect the pilots and FA and drop the downtown trigger to 15 or 16 hours. If the FAs are so obsessed with in room fridges and short van rides, then they can stay at the howard johnson next to the airport. Although I can understand wanting a simpler hotel with a fridge/microwave in the room. It's more about location. A hampton inn downtown or near a lot of stuff is a fine compromise.
I know of one mainline carrier where the sky servers are sent off one way while the pilots are sent to a separate hotel.

If you are referring to DL, there are short layover hotels and long layover hotels. The pilots trigger to get a long layover hotel is shorter than the FA's. If both the pilots and FA's are on a long layover they go to the same hotel with a few exceptions.
