Among people who have been here a while hats are pretty rare, I'd guess 1-2% wear the hat. Are they going to be mandatory at some point? Who knows. If the company gives the union something to change the contract, then yeah, they'll probably become mandatory. Until then, do what you want. I find the hat to be a major pain.
The uniform shop kind of pushes it, saying that why not get it with the rest of your uniforms when the company is paying 50% of it, would be my guess as why new hires are getting the hats more.

Well, shirts run $12-23, pants are $55, and a tie is $10 at endeavor.crewoutfitters.com. Assuming 4/2/1, that's about $200. Throw in a blazer for $150 (unless you want to be a real man and go leather), and if common core really works, that's about $350 before tax. At $15 a paycheck, that would be around 12-13 months after tax I'd guess.

Looks like Delta isn't the only carrier ditching 50 seat jets

Not sure about that. But even if they did it would only be about $100 dollars. I think the leather jackets are around $500. Emphasis on, I think

Well, $100 is better than nothing. They are $320: Commercial Pilot Leather Jacket

Also, in another post you said people need to be good on basic IFR knowledge- can you elaborate on some specifics? What sort of weaknesses are you seeing that could be shored up before arriving?
If your experience is the actual airplane? Yes. If it is a few hours at your college in an ftd? Not really. What is helpful with experience is knowing what is on each panel and have some rote memory in your arm and hand to naturally just go to a place. But as Avroman said, Dumping old procedures and calls are very hard, and you must pass checks to advance that are our calls not a hybrid of ours and former calls. The basic IFR skills are just knowing part 91 stuff. What are your holding speeds at different altitudes. How do you compute VDP's. And new part 121 stuff like reported visibility vs in flight visibility. This is where new hires struggle most. Also, they struggle with working as a crew. The days of single pilot flying are over. At our company, when the AP is off, the Pilot monitoring does all inputs except thrust and yoke. This is a hard concept for people that do a lot of ifr instructing and single pilot 135 flying.

Yea I've experienced that too or when it gets warm for a couple of days up north and they can't turn the heat off. Is it required that we wear the white shirt under the sweater? I don't remember seeing anything about it in the FOM other than the guidance on button placement.

It's $275 at M&H, I'm sure it's not much different elsewhere. I got the leather jacket, mainly because my now almost 20 year old jacket is looking fairly worn, but also because I though I might want something warmer when walking around the plane in the winter. It can be too hot in the airport if your hustling though. The M&H jacket looks nice, and fits pretty well, but I doubt it will last 20 years like my old jacket, the stitching sucks.

I do agree about the uniform store pushing the hats.
