Not sure, but they did manipulate AA class sizes to ease the transition between the 824 and the PPs.

They were also ahead of the 50% curve for awhile, enough that our company was sending comms bragging that we had 66% of the classes etc...but when the 1648th AA hire was in the books, exactly half (824) were Eagle guys. Right on agreement.
