They have in the past at Eagle IIRC and if they don't get enough takers with their latest carrot, you never know. No one can guarantee if that is the only way to cover the schedule, that they won't resort to that.
If not, then most who aren't on vacations will get tagged to pick up the slack with extensions and reassignments galore.

I can say that anyone that isn't 300 or less from flowing would not be making a bad decision leaving Envoy for anything that may be potentially better. Obviously, the legacies and Southwest top the list with LCC's like Virgin, Jetblue and Spirit coming in a close second. Allegiant is certainly bottom tier but there are many things that make it better for anyone with an Envoy seniority number of 600 to 650 or greater while you wait for the legacy or LCC call.
Like a spouse who finds their mate had been cheating on them for years while everyone else knew all along, a few select Envoy guys have the same derangement syndrome of believing that Envoy/AAG will eventually come around and take care of them. This may eventually play out to be true, however it could be much longer than the shunned Envoy pilot is hoping for. Ask those 16 year seniority guys just now flowing.

Your attempts to rationalize it are - well - insufferable.
