I would imagine it has to do something with the union finally putting a stop to the Bs. I know they filed a class action Grievance about a few things. Maybe the company was just pushing the limits and realIzed they are not allowed to offer a captain slot right off the bat.

As an initial AQP FO, will I be paired with a recurrent/CQ CA during my MV and LOE?
Can I expect said CA to provide expertise when it comes to scenario decision making (I.e. divert locations/procedures)?

You’ll be paired with an upgrade, or in rare circumstances, an instructor acting as your CA if there’s a mismatch. And yes, your CA will provide you a ton of insight. Leverage the hell outta his expertise. That said, if they are new to the airplane, he’ll be as much a fish out of water during MV as you will, as a lot of what is done procedure-wise is airplane specific. Pay attention from day 1 ITP/CTP.

You may also be paired with a Direct Entry Captain, who will know just as much about the company as you do.
