UPS has tight scope, and has successfully enforced that language. In our scope defenitions, any flight that takes off or lands in the US, to include AK,HI,PR is considered domestic. (ANC to SZX is domestic, and because it takes off and lands on US soil is enforceable)

Not really, but I have been at UPS for over 23 years. If UPS was not forced by clear language to utilize IPA crews as stated and enforced in the agreement, they would slowly whittle the airline down as the saw fit. The only reason we are an airline is due to the FAA forcing them to have a certificate vs. keeping the contractors that were on the property in 1988.
Once UPS is required to utilize IPA crews on the "domestic" (ANC-SZX, HKG, etc is domestic in our agreement) legs, it does not make sense financially to complete the rotations internationally with charter airines.

Sure are a lot of 767 in CGN without Brown tails. Also awhile back I had a few pallets that were only UPS labeled boxes?
UPS wet leases like we do during peak. Outside of COVID wet lease contracts or peak wet leases when was the last time a wet lease flew across an ocean as a wet lease for FEDEX.

Anywho, does the Gulf of Mexico qualify as an ocean for the sake of this argument? Does the secret wet lease they signed with Kalitta for those MIA - Central America routes count? Maybe someday FDX will figure out the mysterious process of obtaining permission to fly those routes on purple tails with purple pilots, assuming they were truthful in actually pursuing those permits… I’m definitely not holding my breath.
Remember when CGN was closing and we were told don’t worry, the EUR flights were going to be incorporated into the M757 bidpack?! We see how that’s playing out. Instead, we have EUR pilots with single departure lines to…America. If you believe a fraction of their fancy tri-color presentations and how they’re not going to impact our flying then I have some oceanfront property in Phoenix I’ll sell you for the deal of a lifetime!! I’d recommend reading the company’s official response to the FreightWaves article dated 2 February on the investor relations webpage if you’d like a little more “color” surrounding tricolor.
