SIC has NOTHING to do with safety pilot. Even if you could interpret the SIC reg to include safety pilot time, why would you when there is obvious guidance as to the ability of a safety pilot to log PIC?

I agree with what you are saying, I'm just posting a different point of view. And i do believe it does have to do with simulated instrument flight. What if you have a guy acting as safety pilot for someone in a complex airplane who doesn't have a comlex sign off? I'll post the link to the rest of the document i got this from. Its written by the person who helped re-write part 91 and 141. Its very long and answers some very good questions. Enjoy..
