Last I heard from the recurrent speech was there wouldn’t be a supplemental, and the mythical FLL 220 base would be included in the August annual bid

Doesn't mean they have to offer anything in it. Also, they can run a supplemental anytime they want, so the annual bid doesn't really forecast anything.

Cue last week’s JTP. It was mentioned that long term they are evaluating airframe needs, like the additional 14 A220s.

This has been my contention for the longest time. Jetblue taking deliveries of 220 aircraft simply to add them to an already saturated NY to FL market makes absolutely no sense. Jetblue refuses to diversify the network, with a laundry list of excuses, therefore making additional deliveries expensive and unnecessary.
