Just looked at the MEL book. All lavs can be MEL'd (x-installed 0 required for dispatch). However, it is up to the Capt to determine if it is acceptable to go without a lav or lavs based on length of flight and other considerations. If someone flew from PHL to CUN without any lavs then they were A)a check airman B) a Management Brown-noser or C) A FOOL!!!.....that should never have happened.

Well I was vague on purpose. I figured some might not respond if I sounded as if I was a person on a vendetta after the crew. It was completely out of curiosity. The reason I said "story" was in response to

Why would a check-airman accept it and not a regular line pilot? (was both during my career). Have things gotten that bad that a check airman will not exercise good judgment?

1) I was going on vacation as a passenger.
2) 10K PA comes on and notifies us that all of the Lavs are closed and not operational.
3) Philly to CUN is 4 hours long.
So let me sum this up. I WAS ON (NOT PILOTING, NOT IN COMMAND, NOT EVEN IN THE COCKPIT, I WAS 12 ROWS FROM THE FRONT ON A PURCHASED TICKET) A FLIGHT TO CANCUN, WHERE GOING THROUGH 10K THEY NOTIFIED US THAT ALL LAVS WOULD BE OUT OF SERVICE FOR THE ENTIRE DURATION OF THE FLIGHT.
Can I make it any clearer or do I need to type it out in a different language for you?

So the REAL Answer IS?!?!? The Lavs with possibly the Vacume pump failing
WENT inop in flight. They were NOT Deferred inop Priorto dispatch.
There's a difference here because the MEL does NOT allow all the Lavs o be inop. The potable water could be inop and the lav's dry flushed.
What you're REALLY asking is whether the Flight SHOULD have diverted or turned BACK when the Lavs WENT inop!! And the answer is NO, not necessarily. That Issue is up to the Capt's discretion solely. Were He/She to divert?? I would think that's matter of available resources,
