Has anyone been able to find any type of documentation (i.e. What this bill actually says) other than what was originally in the House and Senate bills?

There is no other language. This is reconciliation of the existing bills in each house. Its all negotiations within the conference committee.

FOXNews.com - Congress set to act on tougher aviation safety measures in response to 2009 commuter crash

House is set to pass the safety bill Thursday, and the Senate on Friday. It's coupled with an essential FAA continuation funding bill that will keep the FAA from shutting down next week. It's been separated from the broader FAA Reauthorization Bill that has been languishing for 3 years. Looks like a done deal.

If the FAA authorization bill is temporary, would that mean the safety initiatives would ALSO be temporary?

My understanding is no.

It's just a rider to the emergency funding bill so that it passes.

Each individual rider is a separate bill/law that has it's own language and terms.

It's just "attached" to other bills (even emergency spending bills) so that it passes quickly through the halls of congress.

It's a great way for "pork" to be added by both parties since no one wants to go on the record as voting against "The increase in security act of 20XX" (just an example) even if it includes riders increasing funding to individual districts that have nothing to do with security (as in this example).

Not saying that this is pork - but the principle is the same.

No one will vote against the FAA emergency spending extension - so by attaching it as a rider it will be a done deal and get done prior to their vacations starting.

Apparently it includes language requiring the FAA to publish its FTDT NPRM within 180 days. IMO this is the only way it will happen, so hooray!

Give the FAA three years to impose new regulations requiring airlines to establish pilot mentoring programs and professional development committees, as well as modify existing training programs to include leadership and command training.
What does this mean?
