Ive been here a little less than a year so my info may be a bit dated so take from it what you will.
During training, my entire class was listed as ACY based. Training was around two months and towards the end of training (OE), the senior people in class were awarded their first choice (FLL, DFW) which seem to be the most senior for FOs. There was one guy who bid ORD and was awarded ORD after OE.

It's never been a requirement, real or percieved. Plenty of people getting hired having never gone to one, even back in the good old days of 2013-2014.
It certainly helped to go to one, but not going to one didn't disqualify anyone.

I was hired without attending a job fair but had an internal rec. It could definitely just have been luck. Job fairs definitely do help. I have a buddy that was hired and he attended multiple job fairs and didn't get a call till after his second job fair. I hear that Spirit really likes to see any type of volunteering on your resume as well.
