You are wrong. There is a formula that WN uses to determine the TFP between cities that is a combination of distance and average flight time. If the TFP is determined strictly on distance then that distance is divided by the distance between DAL and HOU to determine the number of trips. In any case once the flight is 4 minutes over the scheduled block time then the overflight pay is added to the TFP and that is done for every minute past the 4 minutes of scheduled block.
