That's all optimistic, I admit, but I'd love to get to the bottom of it.

It's that simple... lol Last I checked every FO in PHX who has been at Mesa for 12 plus years have either been awarded it, or failed upgrade to many times and are lifer FO's. They are not holding out for the EJet becasue they would already have been awarded it. Not sure what you are smelling. Maybe yourself??? lol
