The retention problem is real but it doesn't appear that stop loss is on the menu. Im ANG but this made it to my inbox. I will try to upload the bullet background paper.

ACC NAF and Wg/CCs,
Recently there has been some open press coverage regarding "Stop Loss" of
pilots. Let me be clear, CSAF and I are NOT looking at "Stop Loss" as an
option to solve the 11F shortage. Stop Loss is a tool reserved for POTUS and
the SECDEF to cover emergency situations. We are not in that situation and we
would not recommend it as our best military advice.
We ARE pursuing a number of initiatives associated with increasing 11F
production, absorption, and retention to address our current and pending
shortfalls. There is no silver bullet that will solve this. A long term
solution will require a combination of all three approaches.
We are members of the profession of arms. The attached BBP lays out the
initiatives we ARE currently pursuing to address quality of service for our
warfighters and encourage them to stay with us. I will continue to solicit
additional initiatives from you, your subordinate commanders, and our
warfighters.
In the next few weeks, you'll see me act to improve the quality of service for
our CAF squadron commanders and emphasize their role in our profession.
Please share these points with your warfighters ASAP.

The 130 IPs to Afghanistan is a real deal for the guard. My unit can't get any aircraft commanders to upgrade to IP anymore. One of our navigator instructors quit rather than go. Most guys say I will fly anywhere with an American crew, but I'm not going to be the only American on a crew of Afgans.

Word of caution about taking 11F's out of some staff jobs. When you do this, someone else is being put into the slot. This someone might not be as capable or knowledgeable as that 11F. You can drive this train or you can let it drive you. This is why you have so many menus to fly the Rpa's. No pilots wanted anything to do with it and look at what we got.

They are asking for volunteers and since there are not many takers they are non-vol guys. Lots of guys getting out when their name is called for this opportunity. Rumor is they are going to start including aircraft commanders.

I'm probably paranoid but when I read this as we are going to do a stop loss, but if we announce it right now a ton of guys will bail before we can make it official.

A lot of the ARC guys are barely hanging on as it is now. If you start utilizing us more, you'll only drive more guys out. Before you start using the ARC more, they need to start cutting BS deployments. You have Guard fighter squadrons "deploying" to do NOTHING. Dudes are tired of being away from their families to NOT do what they've been trained to do. It's made worse by the fact that most of us take a giant pay cut to go on orders/deploy. I've seen a decent amount of dudes bail for heavies, UAVs, non-flying gigs, or just get out.
