FAA medical renewal problems

Hello fellow aviators! My name is Tim and I received my PPL ASEL in June of 2006. Recently I had my third class medical renewed in early March. I recently just received a letter from the FAA Mike Monroney Aeronautical Center requesting additional information regarding a alcohol related arrest I had in October 2007. I was arrested for operating while intoxicated with a BAC of .21. However later in court I was fortunate enough to have my case thrown out, therefore no conviction.
The FAA wants a copy of the police report, copy of driving record, copies of CBC and liver enzyme testing, and a detailed statement from myself regarding my alcohol use. Since my BAC was above .14999, in addition, the FAA is requesting a current evaulation from a "Certified Substance Abuse Specialist." Unfortunately this evaulation is several hundred dollars which I cannot afford at the present time because of being in college full time and being very constrained on money. I called the FAA Mike Monroney Aeronautical Center and told them of my issue. They said I should be able to obtain a one-time one month extension. However, unfortunately, I may still be unable to pay for the evaluation within the additional timeframe because I truly am in a pretty bad financial situation right now. What are the possible ramifications of being unable to get the FAA the information they want within the specified time frame? I'm almost positive my medical application would be denied however would I be able to reapply for it for example in the summer when I will be done with school, have more money, be working more and be able to afford it?
