If you meant the most junior upgrade to date, then maybe 10 Oct 17. For sure some July/August 17 hires have upgraded and finished IOE.

Correct. If you come to PSA with your 1000 hours 121 SIC, you will go through First Officer new hire and immediately after IOE, you will be awarded upgrade. Its virtually direct entry captain, except you have to jump through the First Officer hoop then go right back to upgrade.

I have not seen the chart lately showing all of the bases and reserve time. Thinking this may change some with addition of two new bases. Can someone post the latest

There will certainly be changes over the next six months with base changes, season changes, growth, captain upgrades, etc.

Default parking when commuting to base

Is there any parking cost reimbursement or arrangement when commuting to my base. ie commuting to CLT base, but parking at my local hometown airpo

Nope, you only get parking provided at your domicile.

That is what I thought... probably will move to CLT one day, but now it is kind of easy 1 leg commute

I'm sure you know this already, most airports have reduced parking rates for commuting employees. About $50/month seems like an average amount. You also get $250/month allowance for commuter hotels in base.
