Hate to put a damper on the tradition of second-guessing and belly-aching. But there is no indication of the intended purpose of the 400/15 hiree.
Wikipedia says PSA is island hopping in Shorts 360's Not the most complex aircraft (so long as everything is working correctly).
This is a possible indication of airline desperation. But may also be an indication of pilot snobbery with higher-time pilots being unwilling to work for PSA due to any of a number of reasons. One would think that if this were the case, they would publish lower minimums.
Or...it might indicate a future expansion of operations to include less complex aircraft. Or maybe the guy was hired for something other than flying...or maybe the pilot of unknown gender has other "special talents" that got em hired.
In short, hole lot of speculatation and hate'n going on.
