Couple of years ago, the FAA changed a test bank ( FOI, I think) basically overnight and the pass rate dropped dramatically to the point that they went back to the old bank until study material for the new bank could be published. And I believe that they allowed those who failed it, to retake it as if it were the first time.
I doubt they would do it again like that.

And the people who failed it got the failure removed from their record if it would have been a pass had questions that were later removed were omitted from their test.
The sucky part was that they were still out $150 per test failed.
