This would actually be a step in the right direction. A 12 year cap on RJ captains would keep the necessary movement going. 12 years is more than enough time to find a real job and those that can't, should simply be let go at that point. Why should regional lifers be rewarded for their career failure at the expense of those just entering the industry?
That's the second half of the problem here - people say regional airlines are a stepping stone. Why? Are you not a professional pilot flying an airplane with passengers around? How is it a career failure for the economy, 9/11, etc? Or maybe you like the job that you're at, and don't want to leave.
I bet you think we should just run 777's on all routes, since that's a real job I'm sure.

I'm trying to figure out what a guy with your intelligence might look like. I think I narrowed it down to 5'5, 250 wearing a gold chain and driving a sports car alone on Friday night or the guy with the beard in the clip.

A regional is akin to minor league baseball. It's just an entry level step to get some experience to see if you are qualified for a shot at the majors. The quality candidates eventually move on. The rest are left behind to sulk and come up with every conceivable excuse as to why they're lifers. The lifers stop the progression for the new entrants and create a top-heavy cost structure. The money pie at the regionals is only so big and continually shrinking. The lifers get an unfair cut which means poverty wages for newbies. It's time to trim the costs associated with the lifers. A pay cap accomplishes that and will push many to finally leave the industry.
