If you get paid, it is commercial flying, and counts against 121 daily/weekly/monthly/annual flight time limits and probably against daily duty time limits.
I take the view that instruction provided to my friends/family for no charge is not really commercial flying any more than a $100 hamburger is, but I have heard different opinions on this. I doubt the FAA would have the slightest interest if you were not getting compensated....however if you were obviously providing free instruction to the general public to build PIC time that might be a problem (the flight time might count as compensation). For me it would be pretty hard to seriously make a case that I need any more ASEL PIC...

First day of indoc they wanted to know all of my time while flying commercially, including the dual given time I had logged. Why would the company be interested in that information if they didn't need it?
Keep in mind, I work for a company that doesn't count pushback toward our 121 time mins, so they are pretty anal when it comes to FAR maximums.

1) Why is a pilot required to have a commercial license as well as a CFI license/certificate/rating whatever? Why are they required to be carried concurrently?
2) Why did my company want to know all previous instruction time as well as other commercial flying time?

You are not exercising the privilages of your commercial certificate to be a CFI. This is why you can do it with a 3rd class medical. Flight instruction is the only job you can get paid to do and it not be considered commercial flying. If it was you would be in violation of the limits placed on a commercial certificate. You would be "holding out" which can even be described as "general knowledge you are for hire". Call your local FSDO to ask.
