Additional constraints on what anyone can bid will absolutely negatively affect every pilot on the seniority list. Why? Because senior pilots will always choose the best deals!
Take away even a few, the senior guys will just go to their 2nd, 3rd, 4th....or 20th choice. Every pilot below them will get fewer choices.
This is precisely what happens when a certain bidpack loses a cherry city to another bidpack. This is precisely what happens when Double-Deadhead Hotel Standby Lines are removed from a bid pack. This is precisely what happens when we stop hiring, and senior guys go back to bidding and holding their hometowns. The senior guys will remain senior, and find the best deals!
Restricting which lines can be bid will have the greatest affect on the most junior, just like fewer hard lines do today. Even in the growing fleets (777 & 767), restricting which lines pilots can be bid will have significant first, second and third order effects.
What concessions have already been agreed upon to obtain higher retirement and higher pay rates? Hopefully, the NC Team, the Block Reps, and the MEC will "hit pause" on any concessions, especially those which increase the use of Substitution or decrease the number of lines anyone can bid. Agreeing to send a concessionary TA to the line pilots in this negotiating environment would simply be irresponsible.
