Anywhere near? Look at the list. It'll surprise you.

The best 3-4 lines go senior (LCR and the wknds off RSV), there's a chance some of the new folks could see a composite next month.

How is the IAH base looking for reserves?(As far as reserves being used and time on reserve as of now) I'm tentatively scheduled for the 4/28 class and would commute from PHX, so that is a close choice and relatively easy commute.

Can't shed light on IAH RSV usage/time to line, but...
PHX-IAH commute sucks. Flights are always pretty full.
Lots of nonrevs period, lots of mainline UA pilots too. So at least all the UA flights (737, single jump) are pretty hard to get on.
The US/AA flights aren't as hard to grab the jumpseat, but the 1st 3 flights of the day are UA, the 4th is US.

During daylight savings, earliest you can get there is 9:30. During regular time, earliest is 10:30. So all early morning shows require commute in the night before.

IAH is possible right out of class, but not a guarantee. Definitely MSP (even crappier commute), but I'd estimate within a month IAH is possible.
More than likely, you'd get IAH by the time you're done with IOE.

My recommend is to bid for TUS. Most junior guy in TUS has 4 months online, so within 2-3 months out of training it's attainable. Most of the TUS guys have bids in for other bases (mainly PHX), so there's definitely movement.

You may want to think about DEN too, I'm not sure about the commute but less time on reserve in DEN

I'm usually all for telling people to take the bro. I did it myself. For someone commuting from PHX I would recommend against it though. It's almost guaranteed that a CRJ FO could transfer into TUS or maybe even PHX within the 2 year seat lock time. Also it's easier to get a transfer if you're currently on the equipment. A current CRJ FO would be put in a PHX opening before a Brasilia transition even if the Brasilia pilot is senior.

I would hate to be commuting to the Brasilia as a 2 year FO watching people junior to me get transfers into the base I live in.

Attrition's really starting to pick up at SkyWest. My FO's in the pool at United, I have a class date with US Airways and several of my friends either have interviews or class dates in the near future (AA, US, SWA, JB, UA etc).

That is also very true. Especially with the attrition picking up now, phx on the rj might be much more doable in the next 2 years than it has been in the past. Plus TUS is just a hop away, I think the RJ in DEN/TUS/PHX is the best choice for OP.

That's an unlikely scenario for him unless PHX has a rapid expansion soon. 54 people on the list for PHX and 71 crews.
