Min days off per month on reserve is 12, so 15 days off while commuting is pretty unreasonable, but that shouldn’t be a surprise. As a line holder, 15 days off could happen, but I’d bank on 13-14.
I also don’t know where you commute from, commuting from Fargo will be significantly easier than San Diego, which also shouldn’t be a surprise.

Pretty loaded questions, but I’ll try. I can’t speak for anybody but myself, I’m a commuter, on property here for just over a year. Haven’t had an issue commuting, if you are getting PM reserve right off the bat, having commutability is not impossible.

Honestly, I’d highly consider driving more than flying. With that distance, even if everything goes well on your first choice commute, it’s not saving much time anyhow. When you can’t make your first choice commute, you’ll be glad you drove instead.
