Not necessarily better read the contract again!
only 8-D-1 Equipment Training Freezes (contractual term)
Freezes are released New Category Vacancy bidding for 6 Month from the first effective date for 8-D-1 Equipment Training Freeze but not for 8-D-2 Bidding Freeze as that associated language is for new Bases only.
Under 8-D-1-e a New Category (e.g. DCA 787 CAP & FOs). are considered “New” for all Vacancies with effect dates within 6 months of the effective date of the first vacancy bid in that New Category. You still will incur a freeze if required under the associated paragraph. For 8-D-2-c this does not apply as this is not a New Base (example MSP 737 or LAS 320)
2-F Base means a geographical location designated by the Company where pilots are based.
2-K Category is a Base, Equipment, and Status combination (e.g. ORD 756 F/O) to which a Pilot is assigned.
Applies
8-D-1-e An Equipment training freeze shall not restrict a Pilot from bidding to a “new” Category (a Category shall be considered “new” for all vacancies with advertised effective dates within six (6) months of the advertised effective date of the first vacancies bid in that new Category).
Does not apply
8-D-2-c A bidding freeze shall not restrict a Pilot from bidding for a Captain vacancy in his current Equipment type, nor from bidding to a new Base (a Base shall be considered "new" for vacancies with effective dates within six (6) months of the effective date of the first vacancy bulletin for that new Base).

MasterOfPuppets, you were not wrong if you meant what I think you meant. If you currently have a freeze you can still bid for DCA 787. This really only applies to current 777 pilots with a freeze and folks that have recently upgraded to Captain that want to go to the right seat of the 787. For everyone else it would be a move to a higher category in which the freeze would not apply anyway. You will incur a freeze upon getting an award but a current freeze will not keep you out.
"Note that pilots with an equipment-training freeze are eligible to bid for these ‘new’ categories."

Either way most everybody at the airline can bid on these 787 positions.

wonder if this list will hold with all the uncertainties of how many crews will be needed long term... seems a bit senior for a base opening.
I'm guessing that many are testing the waters and will drop out as it gets closer to the closing date... but you never know these days!

Which leads to the question: is there any easy way to find out that info at United? In a previous life I used to be able to type in a guy's name or employee number and it would pull up his pic, phone number (if made public), and DOH.
If not, can I assume this is all part of some super-secret attempt to keep the kids from fighting by not reminding them of how the SLI worked out? I mean, I can pull up everyone's schedule when the bids are awarded, I'd like to think I can at least be trusted with their DOH.
