As a personal observation I find F/A's on most foreign airlines to be a lot more relaxed in general and also when dealing with the passengers. And I am not just talking about the ME3 or Asian carriers. It also extends to the Euro ones like KLM, Lufthansa etc.
Unless it's truly a critical phase of flight no one gets too excited if someone goes to use the lav when the seat-belt sign is on. I mean if someone really needs to go, would you rather they did so in their seat on a 14 hr flight?
Granted we have some real "prizes" for passengers. But I think we are way behind in customer service and the ability to serve customers well. It's becoming just a JOB for many and it shows.

The point is that if UAL wants to control their quality of service, they shouldn't outsource. Otherwise when things like this happens, UAL deserves part of the blame. UPS deserves just as much blame for grandma not getting her box of socks in two days.

Not to mention the seatbelt sign will probably be left on the entire flight....
On the ground, if a flight attendant calls the cockpit to inform the pilots that a passenger has walked into the lav, why do the Express guys hit the brakes and cause a traffic backup? I've never understood why they feel that have to stop on a busy taxiway.....

Because it's in the FOM? I've witnessed this happen on multiple mainline flights as well.

This was my personal observation. I was also referring only to non-critical phases of flight. Observations such as yours are valid as well.

Yup. You can't enjoy the benefit but outsource the blame. Generally this is one thing the media gets right...even the public gets this concept.
Not the mesa has any worse track record than mainline right about now.

I think for the safety of the passengers, it is prudent to stop. And then make an announcement that departure is being delayed because all passengers are not seated with their seat belts fastened.

That's certainly your perogative, personally I don't see a problem with a straight ahead taxi at a slow speed. We let people walk around in light chop all day long in cruise.

You are unlikely during light chop to have a ground vehicle pull in front of your airplane making you either swerve or stop abruptly. Again, safety of all passengers. But that isn't the point. I've had several people get up to use the bathroom even during a short taxi. They are intentionally disregarding the seat belt sign which is on for everyone's safety, not just theirs, and need to understand that they are now delaying the departure. It isn't hard to hold it for the 30-40 minutes from boarding to take-off.
