Congratulations on the offer. I'm sure you can make the best of either domicile.
As far as taxes, NY has the highest tax burden in the country. NJ is 7th, CT 8th, MD 13th, you Bucks Co lovers in PA are 23rd, and the Commonwealth of Virginia is 38th.
Yes, the much beloved Dulles Double Wide leaves much to be desired and it's Bay of Pigs land/amphibious assault ship passenger transportation is an adventure. But you are only there for what, an 1:20 min once or maybe twice a week? So unless you take your high powered executive wife out for airport dinners or want to impress upon your kids what kind of work space their Ivy League education, like dad's, will buy them, I wouldn't avoid Dulles.
All fleets are represented at both domiciles. EWR is larger and will have a better variety of flying. EWR is junior for a reason though.
As far as ATC goes, are you really going to tell your wife that she can't live in the DC area because EWR controllers are better? C'mon man. EWR does have some fine controllers ("hey bud") but Dulles/Potomac have some good ones as well. I've seen full on ground gridlock at EWR. Both are delay prone due to the complex airspace they operate in.
Newark is maxed out. Dulles has room to grow. Just ask Kirby when he isn't singing the praises of the CRJ550.
The EWR Flight Office is hands down the best while IAD.... let's just leave it at that. Then again, Flight Offices over the course of time do change. (please God!)
That leaves the divisive tool post of the year award from above. Pilots come from different backgrounds. There are great ones from both sides and there are some real tools from both sides. Some guys depending on where they come from might do things a little different. As long as they are SOP, that's fine. For you half wingers, if any pilot starts getting all legacy, please tune them out. It makes work A LOT more enjoyable.

EWR has great flying. I live in Bucks County, PA and love it here. I don’t have guns, but one can own them easily and it’s fun to go to the range. Overall pretty moderate place politically which is my speed. Career progression probably only second to SFO. Fun to be able to go to Philly and NYC for culture but also have the good elements of rural life.
CPO office has gotten better and better there over the years to the point where now every pilot and staff member is great to work with.
Downsides- EWR ground stops and ATC delays all summer, and having to drive to LGA for some trips until you’re senior enough to avoid it.

Easton has a lot of not so good districts. Maybe Nazareth, PA up that way has some okay options.

Honestly EWR crews will be much more enjoyable overall to fly with, there’s a lot of great trip variety and unfortunately IAD still has a number of the meet in the weather room and brief endlessly about our 40 min flight. I had two good friends there on the 737, not a lot of fun was had.
