I guess I'm missing the reason for your sarcasm. I was trying to add value to this discussion and help the guy asking the question; not trying to step on your toes. Been a member here long enough that I guess I shouldn't be surprised.
I will add that the % on the bidding screen is only based on min/max as of the latest update. It is only somewhat valid after the award when it disappears. I use the word "somewhat" because it is forward looking, meaning it does not take into account that the people above you have left, nor are the people below you trained so that the company can use that manpower to translate it into something that affects schedules.

For those that are awarded captain in BI, I understand they’ll be an FO in that base until captain upgrade requirements are met (about a year).

There haven’t been any SFO FOs in BI for the last few months. So for the foreseeable future, will the bottom of the SFO 737 FO list just be new hire captains waiting for upgrade? Seems like a strange situation. Is there that little of a need for FOs in SFO?

The calculus is pretty simple supply & demand. The increased pay of upgrade is not sufficient compensation for the associated loss of QOL & relative seniority to entice enough volunteers. This is also true of both the old contract & new.
What Wx complications?

Most of the 737 FO growth has be focused mainly IAH, DEN, EWR…. That is why, we have a large amount of 737 FO vacancies in those bases, some of them unfilled due to the large number of them and as a result is offered to New Hires.
