No doubt that the company is feeling the effects of scope choke and regional reliability/cost issues. Adding mainline narrow body capacity could ameliorate some of the negative effects of UCH's regional contracts. The operative word being: contracts.
Who knows what the terms and duration of the various CPA's are? Will adding mainline capacity decrease regional CPA costs, or just add reliability (if in fact that is the issue)?
Finally, it's important to realize there is one way around scope choke, and it's not adding mainline current fleet aircraft. It may worth passing onto your LEC rep that you're not interested in a waivering 1-c-1-g unless we'd like to start the 20 year RJ cycle all over again.

That will free up per scope additional 175s for Express ----as it is current language per contract 2012
