If I understand that correctly, it begs the question of when the next vacancy bid (or system bid—not sure which term is more correct) is set to occur.

I think they can still technically offer classes until the cows come home. Just can’t award fleets (ie., actually run a class) until the system/vacancy bids are complete.

Military guy here with no commercial background—is this to say that pilots currently working for Brown get “first crack” at vacancies which pop up due to retirements and attrition (i.e., a system bid), and once that re-shuffling has been awarded, the newly-vacated spots downstream are now offered to new hires?

Yes you did..system bid will be soon..UPS is never in a rush
Reportedly there are still open slots from last system bid.

That is generally correct in the industry although some contracts give the company (in some circumstances) the ability to assign new hires to aircraft or even domiciles out of seniority. But generally old-hires get first crack at everything.
