Fed employment is complicated. The fiscal year hiring budget typically ends 9/30. This means that if you applied recently to the vacancy announcement on USA JOBS, the hiring office would need to make their selection and get the new hire ASI "on payroll" by the last work day in the pay period that ended on or around 9/30. The possible extension that has previously been mentioned means that if someone applied and has not yet had a "pickup date", there is still a chance that they could get hired from the same "pool" of applicants until around 10/19. After that date, I would recommend keeping your eyes open (USA JOBS) for a NEW vacancy announcement that most likely will be published for the "new fiscal year" that ends 9/30/2015. (you will need to re-apply)...
This is my limited understanding of the process.. Hope this helps...

This has been quite the process. I got through the flight test at AFW earlier this week and have all my paperwork/fingerprints submitted. Just need to get the drug test/medical done.
I was told not to worry about getting hired before end of FY but I'd feel better getting that firm offer sooner rather than later

Background checks may or may not delay your pickup date. I was hired several years ago and my references were contacted (sign of background check) just before my 1 year anniversary point...
HR has been restructured. There have been numerous cases of significant delays in hiring, even for Internal jobs (current Employees)...
