I'm sorry if I missed it in the 71 pages here but what is the number United will take annually/monthly? Is there a minimum or maximum or percentage of class to be filled with commutair guys?

At least 1,000 flight hours in air carrier
operations (as co-pilot in Part 121
operations, as Captain in fractional
ownership operations, as Captain in Part
135 turbojet, commuter, or 10 or more
passenger seat operations, or any
combination thereof).
There's always a chance. If you join now, you can secure your seniority versus being on reserve forever. 36k+bonus first year isn't too bad..
Fine details have not been released, but they are supposedly taking 10% of United's hiring. United hired 400 last year and will end up with 800 this year. That is an equivalent of 60/year, with United increasing hiring over the next two years. Of course, you have to pass the interview.
