So we are going to transfer 120 Airbus Captains to the Boeing then after they go through full training as a we are then going to downgrade... seems like a lot of work when we could just downgrade right off the bat.

Look at the down grade training syllabus and maybe you will think differently... There is always the hope that things change drastically between now and then. Bet the odds you like.
Not all the transition Captains will down grade, some will push current 737 guys out.

They could just open up vacancies on the captain’s side if they wanted. They could displace captains from either fleet into any other base. It looks like they are opening up vacancies because they are getting rid of the buses and planning on attaining more 737s.
