There is a difference between the wording for the citation and the wording for the phenoms. The phenoms are only typed as a 1 pilot aircraft, there can be no SIC unless the aaircraft status requires an SIC.

The citations wording clearly gives the option of operating single pilot or as a crew. Therefore it is a very grey area whether the second pilot is an SIC (assuming he/she is properly trained) or just a pilot with a SIC endorsement riding along...
