Compass has a very 'new' pilot group. 4 years is considered senior. The FAA isn't handing out new 121 certificates, he's going to have to buy one.

Look for yourself. None of the supplemental cargo certificates are ever going to get flag pax status (hasn't happened since atlas). The newest flag certificate is Compass (2007), one domestic supplemental cert was issued in 2017 to Ross Perot, and two supps were issued in 2015 (Via airlines and national cargo).
I'll say it again, The FAA isn't handing out new 121 certificates. He's going have to buy one. Especially if he ever dreams of carrying a paying passenger over a US border.
