Look for yourself. None of the supplemental cargo certificates are ever going to get flag pax status (hasn't happened since atlas). The newest flag certificate is Compass (2007), one domestic supplemental cert was issued in 2017 to Ross Perot, and two supps were issued in 2015 (Via airlines and national cargo).
I'll say it again, The FAA isn't handing out new 121 certificates. He's going have to buy one. Especially if he ever dreams of carrying a paying passenger over a US border.

This 121 very discussion is ludicrous.
This comes down to a “make vs but” decision”. Is it cheaper to acquire one with “potential liabilities” or start from scratch?
I know many people think that there is value in getting an existing cert plus crews.
Guess what? It is likely to be a lot better to start fresh. Neeleman will have zero problems getting a 121 cert. and people will line up around the block to fly for Mozy.
