You can sugar coat it all you want and make excuses, but my question still stands. Does he think UPS (any other cargo company) needs to raise 1st yr pay to attract new hires?
Apparently they do. First year pay was one of the reasons why I declined a UPS class date. It wasn’t the main reason but it was a factor. Years of night sort, commuting to ANC to avoid night sort, going back to the bottom or a seniority list were all factors as well.

You're only on first year pay once. It blows yes, but many of us found a way to manage. Not all of our flying is at night.

First you don't negotiate in public, so generic updates such as progress is slow, good or bad type of update.

Second the NC would inform the MC when they reach an AIP.

Then MEC meets to decide if AIP is acceptable, then if so it gets sent back for final " contract language" when that is done, its returned to MEC to vote whether to accept it or not.

If it is accepted.

Then depending on how Amerijet ALPA works one of 2 things happen.

If membership gets to vote on it or not.

If no membership ratification: It's over Amerijet has a new contract

If membership ratification required, it then goes out to membership for a vote.

It used to be 10,000 qualified regional pilots.

Today the tale is 25,000 qualified regional pilots and growing rapidly. Of course, the total number of regional pilots is much less than that number. And not all are qualified.
