A better question is why didn't FDX just place fully stocked JEPP kits aboard every airplane like they did with Lidos?
They could have done this 10 years ago which would have saved more than a few shoulders of old pilots with Rotater Cup problems.

Theft of Ids
Please use appropriate measures to contain and secure these items. Keep ID, passports, pilot cert. either on your person or secured in a non-public place. Any item that is left open and in plain view in a vehicle is a target. Criminals assess which cars to break into either by the attire of the individual driving, or by what they can see with in. File a police report for any type of theft, and file an ASR so we can report the theft also to the TSA.
