In real life it means nothing because our contract was written in places by people that randomly added clauses (I assume we stole this clause from some other contract).
It would matter if there was another section of our contract that referred to pilots who didn't bid sufficient spots are put into the highest paid open spot. But we don't have anything like that, so the company can slot a pilot anywhere if you don't bid sufficient slots

If you are talking about D.24.2., I assume the company assigns people who didn't bid sufficient spots in seniority order. Pilot A and B both didn't bid sufficient spots and Pilot A is senior. So the company decides what spots they go into and fills a spot first with Pilot A before assigning Pilot B a spot. I would assume that's the intention.

I guess if they don't want CA pay, the CA bonus, and pick up at 300%, there isn't much the company can do to keep them. It's possible to jump ship and try to log PIC elsewhere but that's riskier than staying.
Plus a jet CA downgrade would be pretty senior as a FO.
