I don't believe this is correct for the companies that have flow agreements. The rules are In the contract that the pilots work under thus no legal issue. If you could get hired ouside the flow agreement it would circumvent the flow inseniority order. Guys went through this with the coex flowthroughs. You'd have to quit coex before getting hired or interview for cal.
A flow is an entitlement. It is neither a requirement, nor a prohibition from being employed through the standard application process. None of the contracts at Compass, Mesaba, or Delta have a restriction on hiring via the normal process for Compass or Mesaba pilots.
The order of flow has nothing to do with how/when a pilot gets HIRED at Delta. It only affects how/when they flow.
Coex was a slightly different animal. They wrote the restriction into the agreement.

Supporting documentation? I know that some cpz guys were called for interviews back in the last hiring spurt and once Nwa found out those were currently at cpz they were sent packing. Did the flow change since switching to dal?

So could someone please explain to me why Delta would hire more Compass/Mesaba guys than they have to? The flow means they have to train 2 people, the one hired at Delta and the one hired to replace the previous pilot at Compass. If I were Delta, I wouldn't flow more than I was contractually bound to.

Before hiring ANYONE off the street (but after recall-bypass pilots), DAL must offer the first 20 positions each month to CPZ pilots, up to 25% of the total seniority list (400 as of 4/1/10) in a 12 month rolling period.
After the 20 CPZ pilots are accounted for, XJ gets 9 per class.
After XJ pilots are accounted for, pilots from the street can be put in class.
Therefore, DAL management really has no "choice" on how many flows they accept, other than how they structure the training; i.e. 240 new hires in one month would keep the flows down, but that just ain't gonna happen due to training capacity.

Not to mention that all of compass' pilots are typed coming through initial. This keeps our training cost fairly low for upgrades. At least it seems that way compared to my last carrier who had a much larger upgrade footprint.
But as he said earlier I dont see delta hiring any compass pilots outside of the flow if for nothing else because I think the DAL guys trying to get thier buddies hired would be pretty upset.

Not sure about CZ but at Mesaba, we have been told by several LCAs with close connections to the Union and the management that XJ pilots are free to apply individually and get hired outside the flowthru agreement. If you do though, that means you have to go thru the entire DAL interview process and risk not getting hired. If you wait for your number to flow up, an informal face meeting with HR and a hand shake gets you hired at DAL as long as you have your college degree and your first class medical.
