I think Qantas views is it as a means to ensure their own government doesn't shut down their customer base as a virus vector. They'd rather have fewer, vaccinated customers than no customers. Actually the vaccine requirement will appeal to many customers as well.

In the article it also stated that Korean Air and Air New Zealand may also have vaccine requirements.

Each of these countries have had substantially less damage to their economies, people, and health systems. They were able to better mitigate the virus. It stands to reason that they would want to limit their chances for massive outbreaks going forward. With an effective vaccine going forward they shouldnít have to accept those potential risks.

Those of us with yellow cards are probably less concerned about this type of requirement since there are already requirements for travel to other countries and we know itís nothing new. We likely will also just get the shot and move on.

Don’t see this as enforceable for most passenger travel. Not without federal legislation. H€||, the feds wouldn’t even mandate masks...

It's a reasonable safety measure. Businesses are certainly free to require it (unless federal legislation is implemented which says otherwise).

And yet some airlines are -- with no government involvement.

A vaccine passport will be required to travel on some airlines, not others. Just like masks and blocked middle seats.

And the market will sort it out.

Currently, health care providers canít even release immunization data without patient approval except to schools in states itís required by law. And when it is released, it carries all the privacy protection requirements of HIPPA.

Quote:
  • Impermissible disclosures of protected health information (PHI)
  • Unauthorized accessing of PHI
  • Improper disposal of PHI
  • Failure to conduct a risk analysis
  • Failure to manage risks to the confidentiality, integrity, and availability of PHI
  • Failure to implement safeguards to ensure the confidentiality, integrity, and availability of PHI
  • Failure to maintain and monitor PHI access logs
  • Failure to enter into a HIPAA-compliant business associate agreement with vendors prior to giving access to PHI
  • Failure to provide patients with copies of their PHI on request
  • Failure to implement access controls to limit who can view PHI
  • Failure to terminate access rights to PHI when no longer required
  • The disclosure more PHI than is necessary for a particular task to be performed
  • Failure to provide HIPAA training and security awareness training
  • Theft of patient records
  • Unauthorized release of PHI to individuals not authorized to receive the information
  • Sharing of PHI online or via social media without permission
  • Mishandling and mismailing PHI
  • Texting PHI
  • Failure to encrypt PHI or use an alternative, equivalent measure to prevent unauthorized access/disclosure
  • Failure to notify an individual (or the Office for Civil Rights) of a security incident involving PHI within 60 days of the discovery of a breach
  • Failure to document compliance efforts
Who wants the liability of getting their IT system hacked and then being prosecuted under HIPPA?

penalties are non-trivial

Have you never traveled to a country that requires a vaccine? A vaccine passport is pretty common for international travel. Proof of vaccination is not a violation of HIPPA. No company needs a database of health records. They just have to look at your vaccine passport. No different than verifying a service animal or someone's oxygen requirements before they board.

If you don't want to provide that information, then don't get on the plane.
