The big picture is NPS and that’s driven by on time. If your flight plan is 2 hours old, then you need a new one. That still doesn’t change the fuel in the tanks.

You're correct that on-time is big factor, but so is doing right by the customers.

Flight plans (FDR) don't expire. Changing min fuel for takeoff or significant payload changes are just an amendment. With new fuel numbers you're good with RLS 1 + ACARS amendment.

That's what I meant. Not necessarily #2 but at least a reevaluation of the weather and an amendment. If you're that delayed you need current information was my point and that doesn't change the fuel in the tank. Defuel is the very last option and not always available at an out station.

That's true, it doesn't go to waste though, just can't be used in another plane.

I'm not sure how expensive it is, could be just as expensive to reaccommodate the passengers or issue refunds.

I'm not saying it should happen frequently, I'm just saying it's not a big scary process that shouldn't be considered.

I've had fuel off loaded from a non Cat 2 machine and put on my Cat 2 727. Mecca never said boo.

You watched them transfer fuel? Of course, we all know your example isn't any time recent but it's forbidden to put the fuel back in an aircraft and being a 727 you may be talking about a time before it was even considered.

My engineer and I did over the wing from the truck. POL was closed. 130 PO'd folks, ATL WOXOF. Late night, amazing what can happen. When DAL gets back to hard times and they will. The rules suffer.
