Does the 2105 robocall notifying me of the IT meltdown delaying the bid window make my 0645 show tomorrow AM illegal? Can I now show at 0705, because I could use the extra 20 minutes of sleep.....

Since the company has in fact made multiple calls you are in fact illegal until you get 10 hours rest.
