This is going to happen anyway, either you will be kicked to the ACA, or our plan(9E is soon to have Delta's medical) will be made to mirror the ACA by law. That is why spending any negotiating capital in C2015 on medical benefits is not a good idea.

So, as a guy at the bottom looking up: is that good, bad, or indifferent insofar as movement is concerned?

Probably inconsequential. It was only going to be a scheduling thing, not a hiring/retirement thing.

Can't imagine it will make any difference in movement. Assuming that ALPA and the company agree to take the age-60 restrictions out of the PWA, it means that over-60 guys will no longer be denied trips that already have nothing but over-60 guys on them.
